Steering idler reassemby

My steering idler broke (the ears) so i got a used one. I knew it needed bushings so i got those. It was real loose when i got it. It came with the arm attached. After using a torque wrench i finally got it disassembled. Put the new bushings in and started to reassemble. Looking at breakaways online it looks like i have it in the correct order but looking at assembled pics it doesnt look right. The non arm side in the pics have the big washer against the rubber washer and bushing. The washer is slotted so it cant go further down.
Help!

figured it out. I am an idiot.. the arm side wasnt all the way down. once I cranked that down all lined up.
