Basically it gives you a means to attach a remotely mounted air filter to the carb. That way the filter can be located away from the hot engine and draw cooler air (good for engine efficiency). So picture it bolted on top of the carb, a hose clamped to its round neck, then the hose leading over by the air-duct on the side of the car, where a 'cone' type filter is attached to the other end of the hose.
