1) What product(s) should I use to help remove it completely/more easily?
2) What should I use to seal it/protect it? Should I paint it with a rust inhibiting paint? Or just seal it with something and leave it unpainted?
I've heard of POR, but know little about it. Is that in the right direction?

Yur doing all the right things... a NAVAL JELLY is a good tool also as it NEUTRALIZES rust.
I use a 2 dollar a can undercoat stuff from Pep Boys... takes about 4 cans for the whole car... and works great... here...
But what would an LA kinda guy know...

Having been born in raised in Wisconsin, I can appreciate the battle with rust you have up there. I couldn't beat it, so I moved south!
You may want to try a product that called 'Corroless' that the Eastwood Company sells. www.eastwoodcompany.com It appears to work similarly to the POR product, after applying it, you can paint over it. I have not used either product but have heard good things about both of them. I am about to get some experience with them however, my son and I are about to takle the restoration of a '55 Chevy and will certainly be using he heck out of this kind of stuff.

[FONT=Trebuchet MS, Verdana, Tahoma, Arial]<!-- google_ad_section_start -->Two products I have been using in my X1/9 are "Rust-X" (www.rustx.com) and Zero Rust (www.ZeroRust.com). Both are much more expense that navel jelly. They both convert rust and provide a coating.
I have the 16oz spray bottle of rust X, and find that when spraying on the milky white liquid, there is a lot of run off, and wasted liquid.
I like the Zero Rust much better. This paint can be applied by brush or sprayer (brush is probably adequate for the bottom of your car) right over surface rust (just get the grease and loose flakes of rust off). I sprayed them on my heavily surface rusted rear control arms and the look much better. Top coating is optional.

[FONT=Trebuchet MS, Verdana, Tahoma, Arial]<!-- google_ad_section_start -->Two products I have been using in my X1/9 are "Rust-X" (www.rustx.com) and Zero Rust (www.ZeroRust.com). Both are much more expense that navel jelly. They both convert rust and provide a coating.
I have the 16oz spray bottle of rust X, and find that when spraying on the milky white liquid, there is a lot of run off, and wasted liquid.
I like the Zero Rust much better. This paint can be applied by brush or sprayer (brush is probably adequate for the bottom of your car) right over surface rust (just get the grease and loose flakes of rust off). I sprayed them on my heavily surface rusted rear control arms and the look much better. Top coating is optional.
