What is this, and where can I get that?

Spent some time today and I'm a bit stumped. Can someone identify this? I think its a wiper control, but I don't know. It's in the scuttle on the driver's side, and there is a metal cover over it with insulation.



Second, I am preparing to replace the clutch/brake hoses, and I see that what I thought would have been a rubber grommets are actually a substance like sticky play-doh. Maybe broken-down rubber? Can anyone identify a replacement source?

The unit in the scuttle is the resistor pack and heat cover for the 3-speed fan specific to A/C cars.

The sealant is just simple non-hardening body putty like this: https://www.amazon.com/3M-08578-Black-Strip-Calk/dp/B000PEZ1L4

In the large oval hole in the scuttle divider, there is supposed to be more than putty, IIRC it should have a pass thru grommet, not round like these but oval with a filler membrane in the "donut hole" https://ceautoelectricsupply.com/product/rubber-grommets/

Dan, you are a one stop Bertone encyclopedia. Thanks. I guess I'll clean up the resistor and see if it works. I only get one fan speed, so the fact that it is a rusty mess makes sense.
