Oh I wish I had a dollar for every time some PO said that to me about the crusty X1/9 beneath a tarp in their yard.
As for what to do, it depends mainly on what the car's present status is - is it in 1 piece? 1000 pieces? covered with moldy green stuff? From what you did say I presume you can't fire it up and it is not drivable. So, I would start by inspecting the entire chassis THOROUGHLY top to bottom and back to front for rust! Rust in certain places (such as on load bearing frame rails or the strut towers) often spells the end for these cars, depending on severity.
If you get through the rust inspection phase and determine the chassis is worth saving (as opposed to parting out for use on a less-rusty chassis) then its time to turn to the mechanicals. Yours is an FI model so on top of all the typical things (replacing all old belts, hoses, old or clearly bad gaskets, seals etc) you will want to examine all the wiring connectors for things like the airflow meter and the ECU (brain) and such. If you do not have one, now would be a good time to pick up a shop manual or two!
REPLACE THE TIMING BELT BEFORE YOU TRY TO EVEN START IT!!! There are several existing threads in the archives on how to do this.
I would think you would not want to try starting it until you had fresh fluids in all the systems and also had placed some oil manually on parts such as the head internals and down each piston etc. Better still would be to do all that and then turn the engine by hand with the spark plugs out to check for free range of motion.
I am sure others here will have better or more detailed suggestions too, and as always, try plugging some phrases or keywords into the archive search feature. I know this topic has been discussed many times and there is some more good info floating around in there -Mac.
