With the pedalbox removed, and both the clutch master and brake master cylinders removed is it normal for the clutch pedal to stay in the pressed position when pushed and then releasing??
However also make sure the large plastic pivot bushing isn't hanging up the pedal. It is common for rust to form on the pivot shaft inside that bushing and cause the pedal to freeze on it. But the one in the pic you posted looks like it has been rebuilt so this isn't likely to be the case. To double check the pedal movement disconnect that huge spring and feel the pedal travel. It should be smooth and free.
