Hi beams and their indicator are out. With lights on I'm getting occasional surges in the instrument panel. The instrument lights go out and the gauges surge. Does this sound like a buzzer or buzzer relay issue
? What do all those items have in common? Maybe the ignition switch is failing? Any help would be appreciated.

The highbeams are powered with the key on, the instrument lights are powered with the key on or off, on two different sources. Sounds like maybe your key-on power from the ignition switch (terminal 15) might be failing.
