exhaust flange gasket?

When I removed the exhaust there was a gasket on top of the nuts in place of where a washer would go as shown in pic, but nothing in between the mating surfaces. Is a gasket supposed to go in there, and what is this thing I removed? Is there hi temp anti-seize grease I should use on the threads?

what is a lock plate used for?

found a lock plate in the parts book (part number 4341426) which looks like this, but it looks like it should go in between the mating surfaces? Can anybody shed some light on this?

Yes there should be a gasket in there.

And the lock plate is used in lieu of or in addition to washers under the nuts, the idea is you tighten the nuts to spec and then bend the lock plate tabs up to the sides of the nuts to lock them in place. Fiddly but effective.
 
When I disassembled these parts on my '86 I had the same exact lock plate, and there was no gasket at the manifold-to-downpipe joint.

There is no gasket illustrated in the parts manual either, so I have to assume it came from the factory that way.
