It’s a mystery… (engine won’t fire)

So just spitballing here, if the cam timing is ok then all I need to do is remove the distributor once the crank is at tdc and reinsert it so the rotor points at #4.
No, when the timing marks are at TDC the rotor would point towards either #1 or #4 spark plug wire.

If you get the mark on the flywheel, or front pulley to line up at TDC, you can either pull the cap to see where the rotor is pointing, or check to see if the cam timing marks are lined up. If they are, then you're good to go.
If the cam timing marks are off, or the rotor is not pointing towards #4, then rotate the engine over again to TDC. Then the rotor, and cam timing marks should line up. If they don't you have bigger problems.
