The first is a full-color-in-the-flesh Saratoga X1/9 top. The second is a car magazine ad for their product, a vintage ad indeed!
FYI the company still exists: Saratoga Technologies Inc., 8900 Research Dr., Charlotte, NC 28262 (704)593-1100. Their site is at http://www.saratogatech.com and there used to be one at http://www.saratogamarketing.com - HOWEVER...
I know they have been approached many times by many X1/9 folks in appeals to make "one more run", and AFAIK they have not the slightest interest, as they are now busying themselves making top carts for Porsche Boxsters & 996s and the like. No time left for a few Xheads eh Saratoga?
I think if someone else were to fabricate a similar top, I would definitely be interested, but don't know whether I would be able to pay more for the top than I did for the car
I would only know that if the top were in front of me and I actually had the money

Aside to Kyle - Cortland is the street that the Poo-Brown X is on... and it is between the same two cross streets... I'll have to take a look at the number next time I drive by.
