well stock 13x5 wheels have a 24 or an 18? stamped on them so i would imagine the optimal would be less than that, 0 offset would be ideal i think

That depends.
Strut interference is mostly only a problem with modified front struts where the bottom perch sits next to the tire instead of above it as stock.
In this case, 10mm is a good number.
With unmodified struts, you can go 20mm.
In the rear, anything from 25 up to -5 mm can work, depending on tire choice.
