With the key in...not necessarily ON, just in the ignition...

No Horn
When I hit the horn button the interior hazard indicator light lights up, the fuel and temp gauges jump up and maybe one other thing like that.

With the key out...

Horn works
 
73, yes to the buzzer, in fact I accidentally re-installed it last week then disconnected it but I may have disconnected a different spade than was originally out. could that be the cause?

Yep, that's the direction I would look too, sounds like you are grounding through that circuit.

What happens with the key in the run position?
 
same thing, it would cause the gauges to surge and the indicator light of the hazard to flash. I re-connected the buzzer and things seem fine. Oddly the buzzer itself isnt working (thankfully) but Im not going to worry about that...
