No it is not a PBS. The material is ok but the weldings are not as good as the PBS.
I brought it from Argentina with the intention modify it to fit the x1/9 but I already got one that fits.
They had 2 models the short and the long one.
This one is the long one.

Nice score... This is an AC-compatible header
This will work with a late FI car with AC. Notice the end tubes, which route to the back of the stack. It will clear the AC alternator. Cut the flange off, weld on a triangle 2" collector with an 02 bung, and run 2" the rest of the way out.
