To plug or not to plug...That is the question!

The head I just pulled off has an air port in the #1 and #4 exhaust ports. The #2 and #3 have the dimpled areas but are not drilled out.

The head I am getting ready to put on the car are drilled out in all four exhaust ports! Do I need to plug these with 1/4-20 set screws or just leave them?

But...Do the holes need to remain open for some reason? Like I said in my first post....the #1 and #4 exhaust ports had these holes in it on the head I just took off.

They are probably there for smog control.....but what pumped air into those holes and why on one head all four holes are there and on the other head only the #1 and #4 holes are there?
 
yea it appears to go into the egr passage on the head... i probablly wouldnt plug it just cause i cant get anything small/flat enough to stick in there just too much of a hassle IMO
