Dobrynin(maybe?) said in response to a criticism of the USSR building up so much nuclear capacity- he said in paraphrase ".. wouldn't you do so if every nuclear weapon in the entire world, except your own, were pointed at you?" Hard to answer that one except in the affirmative.:hmm2:
