Are the rotor to hub studs required?

I have a ' 78 128 and just picked up a set of Panasports that the previous owner had on a 124. When I try to mount the wheels with the spacers that came with them the spacers don't seat completely over the shoulder of the rotor to hub studs (used to help locate the OEM wheels). When I try to mount the wheels without the spacer the shoulder of the studs hits the hub of the wheel. So my question is are the little studs required to secure the rotors to the hubs? Is it enough to just have the lugs to that?
 
You're talking about that small thin-headed bolt on one side and the wheel positioning nub on the other, both with M8 threads? No they are not necessary, and in the case of some aftermarket wheels, cannot be installed. Ditch 'em. They just help make wheel installment easier, but are not absolutely necessary.
