CA Cat laws, has anyone experienced the fall out yet?

Oregon is starting to look like the place to go. Awesome roads, good ratio of sun rain and snow, no sales tax...
 
Hmmmm... with Laws like this, is it no wonder...

... that there are RUMORS of those that may find ways to get around them?

I bet the number of un-registered and uninsured cars in the state of Californica exceeds the entire population of cars in the three states it borders. I further betcha if we got rid of those cars our air quality would benefit 1,000,000 times more than enforcing some stupid sticker on one cat over another on a handful of older cars.
 
It's all about getting "old" cars off the road

If they were serious about emissions, a single emission standard would be in place rather than variable requirements for a given vehicle.

Set uniform standards for all cars and have no regard for how these requirements are met. This would be simple, and more effective IMO.
