First bring your #1 piston to the top (check this by taking out #1 spark plug and with a screwdriver feel if there is any room) Next make sure the #1 cam lobes are in the upright position( check by using a flashlight and look through your oil filler cap, the both should be in the air.) Mow make sure the roter is pointing to #1 wire, and test it by putting a screwdriver in the plug wire, and with the inition on twist the distributer until you get a spark. After that it should start right up.

This would make a great entry into TIMING BELT 101. It seems that the crank was on index but the Cam was 180 degrees off from index with the rotor pointing to number four. Go figure. The Drawings on the service manual and their narrative is incorrect. Probably kind of late to alert the editors on that one since it went in to printing long ago.

what solved this problem was stroking through with the crank and cam in synch for the next cycle then repositioning the rotor to point to number one. I did this not by removing the distributor shaft but by loosening the idler again and rotating the auxillary pulley to repoint the rotor.

As you found, that was the source of your problem. FIAT does this with ALL their cars, they are to be timed to cylinder 4, NOT 1. Of course you can always elect to time it to any cylinder you wish by checking the valve lobe positioning, or you can simply line up the marks and point the rotor to #4 and have it fire up first try every time...

ALL Fiats on number four, huh ? The next step was going to be to pull the cover and take a better peek. Very limited viewing with the flashlight through the oil fill neck (but did work as pointed out earlier). Was able to view both tappets on number one at full rest.

As you found, that was the source of your problem. FIAT does this with ALL their cars, they are to be timed to cylinder 4, NOT 1. Of course you can always elect to time it to any cylinder you wish by checking the valve lobe positioning, or you can simply line up the marks and point the rotor to #4 and have it fire up first try every time...

ALL Fiats on number four, huh ? The next step was going to be to pull the cover and take a better peek. Very limited viewing with the flashlight through the oil fill neck (but did work as pointed out earlier). Was able to view both tappets on number one at full rest.
