Interior door lights flashing

I just (successfully) updated the LED instrument panel on my '87 Bertone and now have a new issue. When I start the car, the door panel lights flash rapidly. There is also a rapid clicking noise coming from the fuse box.

I'm not well versed in electrics so I would appreciate any help on how to address this or at least figure out what is wrong. The door panel lights flash at the same speed as the seatbelt chime.
 
The lighting timer relay may rely on the resistance of the standard bulbs to work properly. You may need to add a resister to the circuit to make the unit work properly but it is a little odd that it would need that to work.

Have you tried removing the seatbelt chime to see if that changes how it behaves?
