I'm willing to say flat out that won't work and was staged. Even if you could seal the fender air tight with duct tape (which you can't) he didn't pump nearly enough air volume to even begin to build any pressure.
You can see an edit while he's pumping... so we may have missed 5 minutes of pumping! I've just never seen a fender that you can seal underneath at all.. I know when I yanked my miata fender, there were several large holes (some had large wiring harnesses going into or out of the engine compartment!) So there is absolutely no way you could see it up... you'd be pumping all day into holes that make their way to the unsealed engine compartment.
I once saw a mechanic use air pressure to remove a big dent from a fuel tank while it was still on the car. It looked pretty impressive until he removed the air hose from the fuel line.
