I opened the spare wheel cover and traced the noise back to a relay mounted to the side of the fuel tank. The noise goes away when I rest my foot on the gas pedal and raise my idle to 1K, I imagine I just need to raise the idle, but I don't know where? There motor always stayed at 1k, but recently had dropped to 800 or so. I thought I just had a dirty air filter so I replaced the air box with a K&N filter from Vick's, is this a recommended swap? I don't want to buy an airflow meter later on.

Next time you're in the car, turn the key to the on position (without starting). You should hear it begin clicking away. If you have a mechanical fuel pump, I'm not sure what the sound could be...

What's happening is that when the idle speed drops so low, the flap in the air flow meter closes enough to close the contacts for the fuel pump switch. This causes the relay to open and shut off the pump. The relay is located in the spare tire compartment mounted near the center of the car.
The easy solution is to raise the idle speed. It's the screw with the large locknut in the center of the top of the intake manifold(right where the big rubber hose joins the aluminum intake). With the car warm and running at idle, loosen the lock nut and back the adjusting screw out 'till you have a good idle and tighten the lock nut. This should take care of the problem,

That's exactly where the relay is mounted for the carb cooling fan on mine (now rendered inop of course).
