torquing the second time

when retorquing the 10 bolt head do the bolts and nuts have to come out and be re oiled? Or just loosened and retorqued.

No, just loosen a half turn or so and

Then re torque to specification. The bolt (threads) should have been cleaned to run free through out their adjustable range during prior re-assembly. Good luck!
